Hereinafter referred to as the “CAPLD”
ARTICLE 1 – PURPOSE
1.1 Purpose
The Ti Vélo service is a self-service electric bicycle system offered by CAPLD and operated by Fifteen, which provides the electric bicycles, stations, and applications necessary for the operation of the Service.
These General Terms of Use define the conditions under which the Service is made available to individuals for personal use.

ARTICLE 3 – DESCRIPTION OF THE SERVICE
The Service allows the User, after creating an Account, to rent a bicycle from a Station.
The Application enables the User to:
- Access their account
- Locate nearby bikes and stations
- Get service information
- Contact support
- Rent a bike
- Manage payment details
- View trip and payment history
- Access these Terms
Bikes can also be unlocked via transport card, QR code, or manual ID entry.
ARTICLE 4 – PRICING AND PAYMENT
4.1 Pricing
The applicable price is displayed in the Application at the time of rental. It depends on usage duration and may include penalties.
4.2 Payment
Charges are automatically debited from the User’s registered bank card.
4.3 Payment Security
Payments are processed via Stripe Inc., a PCI-DSS certified secure platform. CAPLD is not liable for fraudulent use of the User’s card.
4.4 Pre-authorization
A temporary pre-authorization may be applied at the start of the trip and adjusted after completion.
4.5 User Commitments
The User confirms they are authorized to use the payment card and that it remains valid throughout usage.
ARTICLE 5 – OBLIGATIONS
5.1 CAPLD Obligations
Service available 24/7, subject to availability and force majeure.
5.2 User Obligations
Acceptance
Use of the Service implies full acceptance of these Terms.
Conditions of Access
- Must be adult or at least 16 years old
- Must be physically able to ride
- Account is personal and non-transferable
Prohibited Uses
The User must not:
- Damage the bike
- Carry passengers
- Exceed weight limits
- Use dangerously or illegally
Account Creation
- One account per person
- Valid phone, email, and bank card required
Bike Use
- Max 24h use / 12h pause
- Bike must be locked when unattended
- Loss or theft must be reported within 24h
Insurance
User must hold valid liability insurance.
ARTICLE 6 – TERMINATION
6.1 By User
User may terminate by returning the bike but remains liable for charges.
6.2 For Misconduct
Access may be suspended or terminated for:
- Non-payment
- Invalid card
- Misuse of service
ARTICLE 7 – BIKE USAGE CONDITIONS
Rental Process
- Open app
- Activate GPS & Bluetooth
- Scan QR code or use card
Security
- Pause locks the bike but does not stop billing
- Max pause: 12h
Return
- Must return to a designated station
- Proper docking required
- Confirmation shown in app
Penalties
Improper return or misuse may incur fees.
ARTICLE 8 – LIABILITY & PENALTIES
User Responsibility
User is fully responsible during rental.
Examples of Penalties
- Bike theft: €200
- Damage: €100 + repair costs
- Improper parking: fees apply
- Misuse: up to €150
ARTICLE 9 – PERSONAL DATA
User data is processed per the Operator’s privacy policy.
Users may register on the Bloctel opt-out list for telemarketing.
ARTICLE 10 – DISPUTES
- Governed by French law
- Complaints must be filed within 7 days

Online dispute resolution available via EU platform.
ARTICLE 11 – MODIFICATIONS
- Terms apply to all users
- May be updated with 1-month notice
- Invalid clauses do not affect the rest
